In the spring of 2020 at the height of the global COVID-19 pandemic, the Saskatchewan government announced approx. $300M in addition stimulus spending on roadway infrastructure projects to help stimulate the Saskatchewan economy. Soli Solutions was part of the Owners Engineering team that was selected by the government to administer and manage this program that included 16-20 roadway design and construction projects delivered between June 2020 and October 2022. Engineering services included general program management, tendering and procurement, design reviews and approvals including technical recommendations, and construction audits and management.
Highway 6 and 39 Twinning Design

Soli Solutions is currently working as part of the detailed design team for the Highway 6 / 39 twinning project. This project includes design of new highway lanes to twin three separate sections of Highway 39 and Highway 6 between Weyburn and Regina. Soli is responsible for project management, geometric roadway design, surfacing structure design, stakeholder consultation including organizing public information sessions and online engagement opportunities, utility relocation coordination, and production of tender documents including special provisions.

Winnipeg Street Overpass Replacement

Soli Solutions was part of the Owners Engineer team that provided engineering services for the Winnipeg Street Overpass replacement. This is a two-year project to place the current Winnipeg Street Overpass which includes modifying the interchange to improve traffic flow, pedestrian connectivity, and safety. Other enhancements include the installation of traffic signals, street lighting, and improved drainage with the inclusion of three storm ponds. In addition, a multi-use pathway will be installed between 7th Avenue and Mount Pleasant.
Highway 7 Passing Lanes & Resurfacing from Kindersley to Alberta Border

Soli Solutions is providing construction administration services in partnership with Stantec Consulting to deliver this construction project which includes the construction of 6 new passing lanes on Highway 7 between Kindersley, SK and the Alberta Border. Construction Administration services include Project Management, on-site materials quality control testing, as well as general project risk, schedule and cost management.
Highway 9 & 10 Design-Build Corridor Improvement

Soli Solutions was part of the Owners Engineering team that managed and delivered this major infrastructure project for the government. This $40M multi-year project included the construction of 12 passing lanes, access realignments and upgrades, resurfacing of the highway, as well as various other ITS and hydraulic components. This project was delivered through a Design-Build model.

This $50M multi-year project included the construction of 10 passing lanes, access realignments and upgrades, the widening of the Highway from Estevan to the border, as well as various other ITS hydraulic components. This project was delivered through a Design-Build model.

Saskatoon Freeway Functional Planning Study

Soli Solutions has been a part of the owners engineer team as a sub-consultant assisting in completing the Saskatoon Freeway Functional Planning Study. This is a multi-year study that will determine how the future Saskatoon Freeway will look and operate. The freeway is expected to be a four-lane, 55-km stretch of divided highway that begins at Highway 11 south of Saskatoon and connects with Highway 7 west of the city including multiple overpasses, river crossings, and fly-overs.
